I'd vote for the EMWinn, we experienced the same issue last summer and at
first thought, with the DNC in Boston or some military visits...but Alas,
the Transmitter is in the Central part of the state on a Tall Mountain.

Could be, of course.  I can't say from out here in KS,
but there are weather service EMWIN transmitters
operating in this military part of the 140 MHz. band.
