There are certain treaties whereby users a certain
disance from "Line A" are restricted due to Canadian
frequency assignments. As a result, certain US users
have allocations in the 420 band. I forget the
parameters, but it's clearly stated on license grants,
expecially intenerant.
I would imagine that federal agencies must honor the
same treaties or accept co-channel use.
