My company operates hundreds of platforms in the Gulf of Mexico.
All transmitters are licensed. Some are 120 miles out or more.
I think Uncle Sam expects licensing, but that doesn't stop the shrimpers.
We had a base on 158.22 Mhz. Shrimpers were on 158.225. Our pilot would yell
back at them in his Hollywood Vietnamese.
