By the way, after serving eleven years in the Texas state e.o.c., a
notification process can be simple or involved.

In my corner of the world there is a party line phone called NAWAS
(pronounced nay-was), the National Alert Warning System.

All 50 states and U.S. territories, known as state warning points, have
these phones and receive test and actual alerts from FEMA, NORAD, and the
National Weather Service.

Alerts affecting Texas are bridged to another phone that connects the e.o.c.
to DPS comm centers across the state.  A roll call from the feds to the
state warning points and one from the e.o.c. to the DPS comm centers is
conducted daily.

A computer teleprinter can route messages to any police agency in the state
or country.  I am unaware of the reception and notification procedure the
media uses.

P.S.  The 9/11 attack occurred at 7:55 a.m.  My shift ended at 7 a.m.  When
I returned at 11 p.m. the phones were quiet but the teletype traffic was
coming in practically non-stop and the council room was packed with
representatives from every state agency.
