[FedCom] CBP(?) activity in Philly

This morning, I had the rare opportunity to monitor the fed bands during the
day time AM (sick day).

I caught units ID'ing as 1-India-9xx on 163.7875.  Comms were digital.  There
were a few times where I thought I heard some encryption, but it could have
just been a unit on the "fringes".  Comms indicated port container inspection
work was underway, although I do not know where.  I can only assume this was at
the Port of Philadelphia, PA/Camden, NJ.  This is the first I have been able to
identify traffic heard over this frequency in my area (suburban Philly).
