[FedCom] CBP(?) activity in Philly

Hi, this could be FBI or U.S. Customs? I don't get to monior the fed
bands during the day thta much either, and a majority of the time it is
stuff from Canada as I am in Detroit, and this is on both VHF/UHF. I have
heard some federal stuff like the FBI, and surprisingly they were using
analogue during a chase and they were watching someone on my side of town.
I think that I may have heard some necryption. What kid of encryption
have you all heard on the fed bands? Is it older DES encryption or the
newer algarythm that uses DES a long with P-25 modulation?
