[FedCom] CBP(?) activity in Philly

The thing I don't understand is this...A while back, someone sent me a list of
the district numbers and alpha desinators for Customs.  That list showed 1 =
Boston.  NYC and Baltimore were also on the list.  Philly, however, was not. 
So, something doesn't quie add up.

Does anyone have a more current listing of district numbers?  Have things
changed since the DHS reorganization?

I suppose I could have been hearing comms from Baltimore by way of tropo
ducting, no?  The location was impossible to determine based on the comms
heard.
