[FedCom] feds using APCO-25 in Detroit area?

Are they using any encryption?  As you probably know with the 250 you have
to adjust the DSP, and I will try and see what is on there.  Has anyone
heard much activity there, and are there other freqs in use that are using
P-25 in the area?
