[FedCom] feds using APCO-25 in Detroit area?

That's the only P25 I can pickup from Detroit on a regular basis.  I
have never heard encryption on that repeater.  And back when they were
analog at the beginning of the year, they never used encryption as
well. Not all that busy with activity.
