I know. Although it has been several years since I read the M/A-PA
contract, I know that it called for a "monitoring/scanning" device to be
made available. (I don't know if that was to include hobbyists). I suspect
that such a unit would be an Open/Sky modified transceiver. I suspect, too,
that it would be costly.

Isn't there a bit of maintenance involved in keeping everyone's encryption
up to date? The keys certainly rotate else the system isn't secure.
Part of the appeal of EDACS ProVoice is there are no scanners available to
monitor it. I would imagine OpenSky is marketed the same way.
While using a digital system with encryption is probably the most secure,
the feds seem happy with systems that have a huge energy barrier in
monitoring. Nextel is a perfect example. Probably the only way the general
public could monitor such systems is to buy a service monitor at some insane
price.
