[FedCom] Interoperability Hamppers Agencies

I knew that a couple of local systems in Florida had been using Nextel
while they were down, but what about the state wide EDACS system?  I know
that in 1999 Delaware's system didn't do well with Hurricane Floyd, and
the big issue there was portable coverage.  As we all know, the PA OpenSky
Syttem hasn't worked, and is still unproven from what everyone has said.
