[FedCom] FEMA Usage Portable Satellite Phones

This morning on NBC news an interview with the acting FEMA director revealed 
that FEMA's representatives in FL would be using portable satellite phones 
to promptly appraise FEMA headquarters of conditions.

HOWEVER, FEMA does still has a number of vehicles available for 
"Communications Connectivity" -- apparently for each FEMA region  .. Check
