In southern Calif. the FPS on 417.20R is also analog and in the clear.

FPS = Federal Protective Service?
If so you are completely wrong. Most now are regionally dispatched using
P25. Normally the central dispatch center is P25 in the clear but the units
in the field are P25 encrypted back to the centralized dispatch with RARE
execeptions in the entire New England geographic area.<
