I am sure we can add that to the growing list of agencies who dropped the 
ball or have been missing in action completely such as SHARES, the MARS 
boyz, FEMA, DHS (except CBP/ICE and USCG).

After this is over it is going to be a major blood letting in DC. Hopefully 
some of the wasteful gov entities I have listed above can be dismantled and 
the funds and freq spectrum they occupy can be put to better use.
