[FedCom] Spotter 01 New Orleans (nights) 169.45

Spotter 01 is flying out of Hammond, LA .  I just got back from being 
deployed in that area for 3 weeks and there are 6 US Customs Blackhawks working from 
that location [typical black and gold paint scheme].  In addition, next to the 
Customs Hanger is a wide variety of other helicopters being housed there.
