The DOE SECOM has been well docummented over the years in various 
publications produced by Grove and on this very list. Below is the list 
originally published in Monitoring Times and then in the Grove Shortwave 
Directory (also in current edition on CD-ROM). I posted this at least twice 
to this list and it should in the qth.net archives as I have posted it here 
since the move from the old Grove.net list.
