My best catch of the week was 409.325. I've been listening to it for a
year
and this week was the first time I've heard it in the clear. Should
I dig out my old Tom Kneitel books or are they too outdated?

I would forget about most listings in Tomcat's book, especially in the UHF
federal bands. With all the trunking systems and re-shuffling of
frequencies, we're all going to have to try and figure out who is where for
a while. There are still a few allocations that haven't changed, but most
have...
It's not so much the frequency these days, but the context. What you heard,
what they were talking about, if it was analog or digital - all these
things are going to help figure out who you were listening to.
Since the notes on 409.3250 MHz mention an X-ray clinic and food service, I
would be guessing a Federal Detention Center with a medical facility, or a
VA Medical Center. I know the FDC in Philly has a trunked system, but I
don't think 409.3250 MHz is part of that. The frequency is a VA allocation,
so I vote for it being the VA Medical Center, Univ & Woodlands A,
Philadelphia, PA 19102 .
