Not exactly, but it's a little confusing...

What was Customs and Border Patrol are still Customs and Border Patrol, but
now operate under the Customs and Border Protection (CBP) Division of DHS.
What was INS is now under the Immigrations and Customs Enforcement (ICE)
Division of DHS. I was told that some of the air operations that used to be
part of Customs and Border Patrol are now under ICE, but all of the marked
Customs aircraft I have seen are all marked as being CBP, not ICE. All of
the marked Customs vehicles and uniformed Customs officers I've seen are
CBP. I'm not sure how much of the former Customs operations is currently
under ICE, but it may have changed some since the whole DHS thing was
formed...

As far as monitoring goes, most of the former Customs and Border Patrol
frequencies are still current...

I think that It's still an ATF assignment, but I can not confirm that it's
still in use. I have heard various other agencies on this frequency over
the years...
