A quick follow up on the ICE vs CBP question...
The Air Marine Interdiction Division of Customs was originally under ICE
when DHS was first formed. But I was able to confirm that in late 2004, the
AMID was moved back under Customs and Border Protection. You can read about

On the ICE web site, they state the mission of ICE, and it appears to be
more of an investigative agency with much more behind-the-scenes
activity...
"U.S. Immigration and Customs Enforcement (ICE) is the largest
investigative arm of the Department of Homeland Security (DHS), responsible
for the enforcement of border, economic, infrastructure and transportation
security laws. ICE seeks to prevent acts of terrorism by targeting the
people, money and materials that support terror and criminal networks. "
