The encrypted P-25 repeater in the K.C. area on 163.0875 that I mentioned awhile back is the VA police and fire at the Leavenworth VA Hospital.  I suspected this when the new repeater appeared right about the time their old repeater on 164.175 disappeared.  Driving by the hospital, I disconnected the antenna entirely from my radio but the signal on 163.0375 was still a full meter.  Problem solved.
