Here is the breakdown of ICE/CBP.

ICE was formed from the legacy Customs and INS Special Agents. Additionally, ICE is also composed of legacy INS Deportation Officers and Immigration Enf Agents as well as GSA's Federal Protective Service and an Intellegence Unit. The Federal Air Marshals were part of ICE for a short time, but are now with TSA.

CBP was formed from legacy Customs Inspectors and legacy INS Inspectors and Border Patrol. Upon the creation of DHS, Air and Marine went to ICE but were later transfered to CBP.

Most of the legacy Customs and INS radio net management responsibility was given to CBP's National Law Enforcement Communications Center in Orlando, FL. They manage frequency assignments, key management and repair work. They support MOST of DHS radio except for FPS which is still self-maintained and Secret Service (now part of DHS) which is maintained by WHCA. However, Secret Service and ICE work closely with each other since ICE provides supplemental dignitary protective service when needed and as such, must use USSS nets.
