There is a border agreement in place between Mexico and the US for
frequency protection for Secret Service frequencies. See documents
maintained on the following sites:

So I would suspect that the FCC and NTIA would have this
responsibility in general for coordination with other governments as
well (but probably documented in a less public fashion as to the
specific frequencies).
