Received the following from a DSS Special Agent with whom I acquainted
regarding the matter of who provides protection to whom...as in the case of
the Gorbochov visit under discussion.

Jim., USSS protects heads of state (Kings, Queens, Prime Ministers, etc.)
DSS protects dignitaries such as Princes, Foreign Ministers, etc. a general
rule would be if they are the ruling head its the secret service if they are
rated as underlings or assistants to the head of state it would be
diplomatic security. There are exceptions but by and large this is the case.
Gorbochov would be ours (DSS) as former head of state. I have protected
former heads of state (John Major for one former PM of England) Hope this
helps.
