In NYC, the Dept of State is active on 4 repeater channels:
 
407.600 P25 R 
408.100 P25 R
409.625 P25 R 
417.600 P25 R
 
408.600 P25 simplex
 
They apparently still have analog capability on their radios, as I recently  
heard mobile units on 409.625 simplex with PL 151.4.
 
Each year, during UNGA, they have also set up three to four temporary UHF  
repeaters which had both P25 and analog/carrier squelch  capability.
