[FedCom] Valley Forge frequency

Despite my earlier post which indicated a different
frequency,

VFNP is still using 165.4375R and are all digital
modulation.

They have the capability to operate on the Chester and
Montgomety county 800 trunk systems also but only do
during incidents in the park that require interop from
what I can tell.
