[FedCom] Valley Forge frequency

Hi Dave and the group.  I've noticed a lot of the trunked systems that
either are Motorola type II Astro or P-25 are in the 406-420 MHz band,  but
i the trend and long term goal to  move all of the conventional users to at
least digital?  Also, dos anyone know of a  standard that the FBI uses in
terms of policies as to when to operate clear or encrypted?
 I've also noticed some military coms that are AM and encrypted, how is
this done with AM modulation?
