Grove's "Federal Frequency Directory" 2nd edtion show that 165.0750
orginally was allocated to the US Army for their use. So it is possible
that the Army National Guard might be using. Grove's Directory doesn't show
any specific locations for the use of this frequency while 165.0875 shows
the same potential users as the 173.XX frequency and also includes the
Veterans Administration including specific AF AR usage locations
173.4125 is allocated to USAF & USA (nationwide), US Army Corps of
Engineers -- no law enforcement -- USACOE does have park rangers with law
enforcement authority. The frequency once was used by the Westover JARB
Fire Deparment, but is no longer part of the base system since the new
Digital P25 was installed.
(BTW I left all the Westover JARB old VHF highband authorization/usage in my
scanner and have yet to get a hit on any of them since the base went to the
new P25 digital radio systems on new frequencies).
