radio maintenance, rado check", mobile unit answers "loud and clear", 
"OK this is radio maintenance, sounds good, I guess we can call this 
one kosher"

Still no idea as to who this is, I think I can rule out the FBI or 
Customs though. FBI radio techs use callsign "Echoe ##", Customs/DHS 
use "Charlie ###"
