Right, that's the system I was listening to when I realized that what I was
hearing sounded a lot like some traffic I have heard in the past in a
couple of other cities.

According to RR it is ProVoice...

I know there are ProVoice trunked systems, some federal. But I'm still
interested in the non-trunked (conventional) use of ProVoice on federal
frequencies...
