If it's DES-OFB, then yes, it's the same. APCO P25 Phase 1 and 2 define how
DES-OFB is to be used for encryption for interoperability purposes. However,
Motorola has also released AES for use over P25 - while it is largely
compatible with other vendors' P25/AES implementations, it is not part of
the official P25 standard.
Motorola also supports the use of DES-XL (really DES-CBC) over P25, which
uses their proprietary algorithm and is not cross-compatible with other
vendors.
