[FedCom] monitoring status?

Why?   You don't think they conduct in-service training?  I know they do.

	You may well be hearing training ops for agents who don't yet know the city very well.  Those are often held in the clear while real ops are encrypted.

	Anyone who hears enough info to figure  out the who/what/where/when of a
	surveillance are hearing "sensitive stuff"  that the agents/agencies don't want us
