"I have noticed some federal frequencies that are BOTH
analog AND P25.
I
seem to have noticed a significant number of analog PL
hits on 67.0 hZ
when
some of those are operating with analog modulation.
Does anybody know
if
there is any signifigance to this? I rarely would get
67.0 hZ used on
almost anything I have monitored in the past."

In my exp a tone of 67.0 usually means that digital
voice was being passed on that freq.

"-Is there any sort of band plan for 162-174 or can
just about any
frequency
be either an input or output on a repeater?"

Anything can be anything.
You can find some trends between agencies, such as
FBI, Many of thir R-In's are in the 167 band and outs
in the 163 band. Some regions defy this though.
