[FedCom] CA to AZ trip

Recently my wife and I went on a road trip from CA to
Phoenix, AZ and let me tell you, there was heavy
Border Patrol presence almost the entire way. Needless
to say the regular CBP frequencies were BUSY.

Also, I picked up many frequencies that I can't
identify and appreciate some help with them:

408.400 PL 107.2
171.75O PL 123.0
163.075 PL 131.8
171.775 NO PL
162.2375 PL 123.0
171.675 PL 146.2
417.500 PL 131.8
414.000 P25 IN THE CLEAR 
173.350 PL 151.4 (VERY ACTIVE IN PHOENIX)
