one guess on not being able to hear on a particular frequency vs. another is
a poor cable TV installation generating local interference on that
frequency. Cable TV co.'s get fined for this constantly. this is just one of
many possible scenarios. that band is prone to a lot of interference from
these type of unintentional leakage. it's real common on inner city
apartment buildings due to cable piracy installs.

You may not here the interference at your location, but the local
interference of just 1000uv/m @ say 3m from the power line is enough to jam
out local comms.
