Hello Jeff:
The last printed hobby source that I'm aware of that posted a listing of
potential frequencies was Tom Kneitel's "The 'Top Secret' Registry of U.S.
Goverment Frequencies", 8th edition, Copyright 1993.
Page 252 and 253 of this publication listed the following major Canadian
Goverment agencies:
Agriculture of Canada
Bank of Canada
Public Buildings
Conservation
Customs & Immigration
Coast Guard
Communications Department
Environment Canada
National Film Board of Canada
Department of Fishieries & Oceans
Ministry of Forestry
National Harbours Board
House of Commons
NATO
NORAD
Parks Canada
Ports Canada
Post (Office) Canada
Prisoner Transportation
Prisons
Public Works
Revenue Canada
Royal Canadian Mounted Police
St Lawrence Seaway Authority
Security Intelligence Service
Snowbirds Team
Transportation Canada
Canada frequency allocations are a bit different than ours and I'm guessing
their would be some close coordination regarding frequencies usage within
100 miles or so of the Canada and US Borders.

BUT the search may be complicated as far as the output which are all zipped
files in a non html format.

Province at least the RCMP is listed
