[FedCom] Philly Repeater question

While traveling through MD, DE and NJ a couple of weeks back, I was  
monitoring a surveillance on 163.7875 Repeater, P25. This repeater must be  putting 
out a lot of power or it must have some good elevation, because it  really 
booms. I have monitored coms on this frequency in the NYC area during  good 
conditions.
 
It doesn't appear be an FBI assignment.
Can anyone tell me anything about this frequency, is this an ICE repeater?
