You are correct in that the primary participating agencies for the JIWN are 
the Justice Department, Treasury Department and some DHS agencies. Since the 
primary purpose is interoperability, there may be IWN radios in the hands of 
Postal Inspectors, National Parks, etc., but those agencies continue to use 
their normal radio systems apart from the JIWN.

Despite having the IWN system for their use, many DHS agencies continue to 
use the legacy VHF radio systems up in the Seattle area. Customs and Border 
Protection can still be heard on some of their normal conventional 
frequencies, but it's not known how much longer they may maintain the older 
systems. And some Justice Department agencies apparently are still using 
conventional tac frequencies for surveillance ops. I've caught the ATF and 
FBI in the Seattle area doing surveillance on clear P-25 and analog 
channels! Could have been visiting agents without access to the IWN...
