The National Nuclear Security Agency at the DOE Kansas City plant used a non-encrypted repeater at 411.075 input and 413.800 output until last year when a P-25 trunked system was installed at the complex. I haven't bothered to buy P-25 gear yet, but I imagine it's encrypted. I have no knowledge of what the "attackers" might use in the exercises.
