[FedCom] Los Angeles Frequencies

Hello Group,
   
Recently, I picked up these freqs. in the L.A. area:
   
  412.700 PL 123.0
  166.675 PL 74.4
  166.875 DG and Encrypted
  164.200 PL103.5
   
I have no clue as to who uses these freqs above.
Thanks in advance for any help.
   
My friend and I keep arguing about 407.775 PL 123.0. I
keep telling him that this freq is used by the USPIS,
but he keeps insisting that is 
it used by the IRS. I think he's wrong because the IRS
uses the VHF band here in L.A., even though I haven't
heard any IRS transmissions in years.
   
What's going on with the US Marshalls? Has anybody
picked up any of 
their transmissions  in the L.A. area lately? I sure
haven't. I  have their  VHF freqs programmed into my
PRO-96, but no luck!!
   
Just one more comment: I picked up "IDAHO" (FBI
airship?) talking to one of the LAPD helicopters on a
LAPD freq, and people say that there's 
an issue with interoperability!!
