[FedCom] Interop Freqs Usage?

The City of Houston, TX, purchased this device for interop use, and it has
been used on several occasions, and it got a good test during the Hurricane
Katrina evacuation experience.  One of its advantages is its portability and
only requiring one operator and can be used quickly in the field.
