i've monitored FCC field enforcement in Philadelphia, PA on 167.05 as
recently as last year, tracking down FM pirate broadcast stations with a
"WJ" (apparently a watkins-johnson surveillance receiver.)
use of this frequency is very sporadic; i'm surprised they don't just use
cellphones 100% of the time.
besides vans, they use very discrete unmarked sedans with a custom
direction-finding antenna array built into the (fiberglas) roof.
