[FedCom] California CAP monitored on ISR

I have, in fact I own two of them

Most units don't have them yet, they were only acquired a while back for 
issuance to units and teams.

Individuals could purchase their own, I have had mine for over 5 years now.

The ICOM IC-4008M (government model of the IC-4008A FRS radio) )has only 
CTCSS, no DCS, and use of a tone is not recommended.
