Well whether it's encrypted or not it's still radiating a signal that at 
least will show what frequencies are in use in a particular area.  Sometimes 
with the use of the scanner's signal strength indicator, one can figure out 
if it's simplex, repeater input, or repeater... That's kind of the challenge 
& fun of the monitoring hobby.

Perhaps you would like to share your findings with the group about the 
frequencies you've monitored that are now encrypted
in your area?
