[FedCom] ?P25 OTAR?

A little while ago on 163.775 (or 163.75) and on
172.775 I heard something in the Boston MA arae that
sounded like Over The Air Rekeying - multiple bursts
(of varing lengths - maybe up to seconds for each
burst) of P25 signal. The entire sequence seemed to
last approx 2 minutes.

(I dont have a P25 scanner so I have no idea what I
was hearing.)
