[FedCom] CAP & Encryption

It's highly doubtful that Civil Air Patrol will ever have ALL of their radio 
communications encrypted, due to the cost involved & overall "encryption 
key" management.  HOWEVER, it's rumored that CAP does use DEA encrypted UHF 
radios when performing support missions for that activity.

Careful monitoring of various ground & aero band frequencies may provide an 
insight into these potential support operations.
