Ok,let's call it Reagan era.  I don't understand the workings of 
Washington enough to understand why an organization would just classify 
something out of the blue without guidance from some level of 
government, be it executive or legislative.

BTW, the FLIP is going "classified" (kind of) in October for what I can 
tell only related to copyright laws.

Finally, I filed a FOIA some time ago to get what is known as the 
"flimsy", the in-flight manual used at the Red Flag exercises. I know 
this is a rather poorly controlled document, but my request was still 
turned down. It wasn't an outright rejection, but a bizarrely worded 
letter that walked around an outright NO!. I'll try another FOIA given 
Larry's comment that individual organization CAN release such information.
