[FedCom] Protection of Radio Frequency

Well, I was on Mt. St. Helena on Wednesday at a radio site about 4000 
foot high and lo & behold there was a CAP repeater marked:
Rx 143.9
Tx 148.15

Mt. St. Helena is at the north end of the Napa Valley, Napa County right 
before you go into Lake County on Highway 29.

There goes security all to hell.
