Not any more. All their new current CAP-100 manuals have been withdrawn from
public access. In addition, it is my understand that they have received new
12.5 kHz authorizations in the 138-144/148-150.8 bands. While the older
freqs are still around some of the new stuff has the more interesting stuff
like SSTV images where the kids are conducting counter narco surveillance
ops.

So now you can add CAP to the growing list of civilian-gov/mil
orgranizations that has been swept up in 9/11 Department of Homeland
security hysteria.

So I would be remiss at this point in my email if I did not remind members
of CAP, MARS, SHARES, NCS, NCC and other HF/VHF users that:

"Terrorist throughout the US are montioring your every word and using your
HF/VHF communications to prepare for the next attack. You must be careful
and not release your frequencies, callsign or verifying reception reports of
any radio hobbyist. These folks with scanners and shortwave radios are
dangerous to the security of this country. Remember that terriorist and evil
doers will use every word you say to attack in their plans to attack this
country. So never release your frequencies that can be heard around the
world in the clear on HF and at great distances in the VHF spectrum.
Remember that the forces of evil are listening."

Name and location withheld for I fear my radios will be seized by agents of
the DHS.
