[FedCom] Frequency IDs

Does anyone have any information on the frequencies below?
I've been hearing some sporadic activity on them and don't 
have anything in my notes to ID them.  Unfortunately all
traffic that I've heard as been encrypted.

165.950      Encrypted P25       
173.0125    Encrypted P25
