    I think this is a strong candidate for what I was hearing.
    Checking the news earlier this week, I noted that the ATF
    was involved in some arrests here.  It's quite possible that
    last week's activity could have been a prelude to those
    arrests.  Additionally, the regular ATF Repeater here 
    (165.2875) is P25 encrypted.
